About
The Division of Engineering, under the leadership of the Municipal Engineer, provides comprehensive engineering services in support to the City of Passaic's Administration, municipal departments, and public infrastructure initiatives. As a critical component of the City’s operational framework, the Division plays a key role in the planning, design, and oversight of infrastructure projects that ensure the continued functionality, safety, and resilience of municipal systems. Through its work, the Division supports the City’s commitment to maintaining, upgrading, and expanding essential infrastructure in a manner that is sustainable, efficient, and fiscally responsible, while aligning with both regulatory requirements and the long-term needs of the community.
This division is responsible for the planning, budgeting, design, construction management, repair, and enhancement of the City's infrastructure, capital projects as well as the maintenance and improvement of the public right-of-way. Additionally, the Division oversees and regulates private and utility construction projects that impact the public right-of-way, ensuring compliance with municipal standards and minimizing disruption to the community.
The Division of Engineering also provides and maintains maps, plans, specifications, and other technical documents pertaining to public property, municipal infrastructure, and City-owned facilities.
Our Primary Responsibilities Include:
· Street Improvement and Rehabilitation Projects
· Traffic Signalization and Transportation Infrastructure Enhancements
· Right-of-Way Permitting and Inspections
· Designation of Accessible (Handicapped) Residential Parking Spaces
· Construction, repair, rehabilitation, and improvement of storm sewer and sanitary sewer systems
· Development and management of municipal parking facilities and on-street parking
· Municipal Parks Development and Improvements
· Streetscape design, beautification, and pedestrian accessibility enhancements
· Improvements and Repairs to Municipal Buildings and Grounds
· Environmental Remediation of City-owned Properties
Through strategic planning, responsible project management, and a commitment to excellence, the Division of Engineering supports the City's mission of creating a safe, inclusive, and economically vibrant community for all residents and businesses. The Engineering is dedicated to ensuring that all public infrastructure meets the highest standards of quality, safety, and long-term serviceability for the benefit of current and future generations.

Permits Technical Assistance
The Division of Engineering is available to respond to public inquiries, concerns, and complaints related to the condition of streets, municipal infrastructure, and other matters within the public right-of-way.
Developments
The Division of Engineering is responsible for reviewing proposed development plans to ensure compliance with municipal standards and regulations. Upon request, the Division provides technical reports and recommendations to the Planning Board and the Zoning Board of Adjustment as part of the land use review process.
In addition, the Division inspects infrastructure improvements constructed by private developers that are intended for dedication to the City, ensuring they meet all applicable design, safety, and construction standards prior to acceptance.
